Ms. Ruby Harvey is a retired member of the Senior Executive Service for the Federal government with nearly two decades of distinguished public service. In her most recent Federal role, Ruby served as Executive Director, Office of Small Disadvantaged Business Utilization (OSDBU) for the Dept. of Veteran’s Affairs (VA).
As part of her role with The FedPROPEL Institute, Ruby will support the continued improvement of the training platform and program delivery to participants as well as vendor engagement and development. While with the VA’s OSDBU office, Ruby established the first Federal woman veteran owned small business training cohort program to help those business owners more successfully secure government contracts.
Prior to leading the OSDBU office, Ruby served as Chancellor of the VA Acquisition Academy (VAAA) where she developed the first VA Federal Senior Acquisition Leadership Training (SALT) program. The impact of her work led to Ruby receiving the 2020 VA Distinguished Career Award and induction into the VA Acquisition Hall of Excellence. She also received the 2018 Department of Education/White House Director's Award for Excellence in Innovation and Competitiveness because of her work with Historically Black Colleges and Universities (HBCUs).
Ruby earned a Master of Science degree in Information and Telecommunications Systems at Johns Hopkins University and a Bachelor of Science degree in Finance from Jackson State University. She is also a Certified Life Coach.
